Elizabeth “Beth” Dean has worked in the financial services industry for over 22 years. Using her comprehensive understanding of fiscal matters, and acting solely in their best interest, Beth helps clients navigate complex financial decisions, analyze investments, review estate needs and manage healthcare decisions through all stages of life. Throughout her career, Beth has built a large network of professional partners and resources to accomplish these tasks.
In addition to her client commitment, she’s continually advancing her expertise through education, conferences and industry research. Active in the community, she is a board member of the Professional Fiduciary Association of California (PFAC).
Beth is a licensed Professional Fiduciary through the state of California. She has a bachelor’s degree in business from Sacramento State, and lives in Davis with her husband and children.
Shannon is a native of Sacramento and a graduate of CSUS. She is married and has two young daughters.
Prior to becoming a professional fiduciary, she worked in the legal industry for 13 years. However, when her father became ill and she became his caretaker, she discovered how little she knew about the needs of the sick and elderly. The complexities of managing health care, insurance, Medicare benefits, and assisting with day to day living, while caring for her own family and career, were overwhelming.
Shannon realized that she wasn’t alone in this process. Our population is aging. Americans ages 65 and older are projected to more than double to over 98 million by 2060. Most of us will have a parent or relative that we will need to care for as they age. As our aging population grows, so does the need for professionals who can help.
Through her experiences with her father, Shannon learned about the importance of professional fiduciaries. She attained her professional fiduciary license to be able to assist others. People often use the phrase that “it takes a village” to care for our families. Shannon’s goal is to be part of your “village” and use the knowledge, experience and training to help you.
Office Administrative Business Assistant
Carol comes from a background in finance and accounting and has worked in the retail, aerospace, and tech industries. As a member of the Yolo county community for over 25 years, Carol has deep roots in the community. Carol is an enthusiastic advocate of financial literacy and has written a book on money matters for teenagers.
As the office administrative business assistant, Carol helps Beth bring excellent customer service to clients. Carol is committed to simplifying the complexities of healthcare, financial management, and estate management for clients and their families.
Carol has a bachelor’s degree in economics from Stanford University and an MBA from UC Berkeley. Carol enjoys photography, yoga, and reading. She lives in Davis with her husband.
Office Manager/ Associate
David brings a unique background to the office. Having served 28 years as a firefighter with the UC Davis fire Department, he has a close connection with the local community.
David supports daily office functions and facilitates field work with local professionals such as contractors, inspectors and realtors.
Shannon Ross joined Dean & Downs in 2019 and brings with her a background in healthcare policy and regulatory framework — valuable skills that help her navigate the complex maze of estate management. Her primary responsibility is assisting Shannon Downs with the care of clients by ensuring health, insurance, banking, medical and numerous other needs are met.
A graduate of Chico State University, Shannon went on to McGeorge School of Law and was admitted to the CA State Bar in 1994. Before coming to Dean & Downs, she applied her knowledge of the law as a legislative advocate both in California and numerous western states.
A trusted member of the Sacramento community, Shannon is President of the Friends of McKinley Library, a volunteer with the East Sacramento Women’s Club, and a patron of the arts. She lives in East Sacramento with her husband Tom. Her oldest daughter Fiona is studying theater at Missouri State University and her younger daughter is in high school.
